On SCAN TV, in an interview with journalist Vjola Gremi, we discussed the new housing model, which foresees 30% social housing, 40% affordable housing, and 30% for sale on the free market. We analyzed this model from the perspective of the real estate market, focusing on price formation, supply–demand ratio, project feasibility, and potential impact on new supply.
A significant part of the discussion was dedicated to the balance among the key players shaping the sector’s functioning: developers, landowners, buyers, and the state. For developers, every project must remain economically viable; for landowners, value and contractual terms remain decisive factors; while the state plays a crucial role in establishing the regulatory framework and mechanisms aimed at enhancing access to housing. Ultimately, the sustainability of such a model hinges on the ability to harmonize social objectives with economic realities, ensuring that the market continues to generate investments and new homes.
