Saranda is the city every foreigner has heard mentioned when talking about Albania. The turquoise sea, Ksamil, the sunset over Corfu. But buying a property in Saranda as a foreigner is a process that has nothing in common with what you’ve seen in travel brochures.

Let’s be clear: the Saranda market is hot. Very hot. And in hot markets, people make mistakes. The biggest mistake I see foreign buyers make is buying quickly and verifying later. This article is here to help you do the opposite.

Your Rights as a Foreign Buyer

First thing you need to know: as a foreign citizen, you have the right to buy property in Albania. But not every property. There are restrictions in areas near the border and on agricultural land. Before you make an offer, verify with a local lawyer whether the property you’re looking at is legally available for purchase by a foreigner.

The Documentation Trap

Second: the documentation. In Saranda, especially in coastal areas and Ksamil, there’s a complicated history of legalizations. Many apartments were built on land that was once agricultural and later legalized. This doesn’t mean they’re illegal, but it does mean you need to verify carefully. Request the property ownership certificate from ASHK Saranda, the historical deed showing all previous owners, and the building permit that matches the actual number of floors.

Visit in Winter Too

Third: seasonality. Saranda in August and Saranda in January are two different cities. If you’re buying to live year-round, visit the apartment in winter. Check for dampness, whether water pressure is good, whether supermarkets and pharmacies operate off-season. Many foreign buyers purchase in summer, dazzled by the view, and regret it in winter.

The Real Price vs the Asking Price

Fourth: the real price. In Saranda, the asking price and the actual selling price can differ by 15–25%. Don’t offer the full price without negotiating. And above all, compare with real transactions, not with prices posted online.

Purchase Costs and Taxes

Beyond the price itself, budget for the property transfer tax (2% of the transaction value), notary fees, ASHK registration, and an independent lawyer — non-negotiable in Saranda's market. Altogether, expect roughly 4–6% on top of the purchase price. If you finance through an Albanian bank, add the property appraisal and the insurance the bank requires.

The Process, Step by Step

A safe purchase in Saranda follows a clear sequence: verify the documentation first, sign a notarized preliminary contract with a reasonable deposit, open an Albanian bank account for the transaction, and release the final payment only after the property is registered in your name at ASHK. Any seller or agent who pushes you to skip a step — especially the registration-before-payment clause — is telling you something important about the deal.

Ksamil or Saranda Town?

They are ten minutes apart and completely different purchases. Ksamil delivers the strongest summer rental yields in Albania and some of the quietest winters — many buildings empty out entirely from October to April. Saranda town keeps schools, pharmacies, and a permanent community running year-round. Buy in Ksamil if you want a rental machine; buy in town if you plan to actually live there.
